having previously explored outsourcing, the australian bureau of statistics abs has decided to conduct its paper data capture activities for the 2021 census in-house, within existing abs premises. the purpose of this rfi is to enable the abs to better understand the maturity of the market and ascertain capability and the experience of providers who may be suitable in providing a single paper data capture service as outlined in this rfi. alternatively, the abs would also like to understand further where a single provider is not practicably possible, pinpoint specific functionality outlined in this rfi where experienced providers are able to provide parts of a solution.
